The arrest of Albania’s state intelligence chief points to systemic failings in the process of her appointment and raises additional questions about the institutional response, according to security expert Arjan Dyrmishi, head of the Centre for the Study of Democracy and Governance in Tirana.
Vlora Hyseni, director of the State Intelligence Service, SHISH, was arrested on September 22 on suspicion of divulging classified information to businessman Ergys Agasi, himself arrested in late August on suspicion of involvement in rigged public tenders issued by Albania’s National Agency for Information Society, AKSHI, which, among other things, runs the state public services portal, e-Albania.
